A man accused of murdering another at Lameroo by deliberately driving his car at the victim has been granted home detention bail, in the South Australian Supreme Court.

Prosecutors sought a review after a magistrate granted bail to Lee Nugent, 31.

They argued Nugent could flee if released from custody and said the case against him was strong.

Nugent's lawyer argued the man immediately returned to the scene to administer CPR to the victim, a 39-year-old man from Mannum, and had not evaded authorities.

His lawyer said Nugent had a young child and strong family connections to keep him in Port Augusta.

Justice Margaret Nyland granted home detention bail and said Nugent must wear an electronic monitor and be under strict supervision by community corrections officers.

AFL players have been offered $1.1 billion over five years for their new pay deal but have rejected it, says league chief Andrew Demetriou.

Demetriou said the players had offered a deal which could be either taken up front in salary or split as part-wages, part-pension plan.

But instead they are holding out for a percentage of between 25 and 27 per cent of total AFL revenue.

Demetriou said he believed agreement would eventually be reached between the league and players' union.

Players all but ruled out strike action at a meeting in Melbourne on Wednesday night, although they remain united in their demands for a percentage-based cut of AFL cash.

Demetriou said he would be happy to address players directly on the issue, and on the AFL's opposition to a fixed percentage pay deal.

"The more we can inform them the better," he said.

"The package we've offered is around the $1.1 billion (mark) and that really equates to what the broadcast rights cash component is.

"We'll work collaboratively and constructively to get an outcome."

The District Court has been told two men blackmailed over protection received in prison have left South Australia and are too afraid to return.

The court heard Jason Lee Kingston, 34, agreed to protect one of the men in jail for $30,000 but later upped the price to $100,000, threatening to shoot the man and his brother in the head unless they paid.

It was told Travis John Lemm, 30, who was a member of the Finks motorcycle club, also took part in the blackmail and Kingston was motivated to continue with the threats so he too could join the Finks.

Lawyers for the men said their offending was amateurish and started with a legitimate claim that got out of control.

But prosecutor Lucy Boord said the offending was protracted, persistent and overtly threatening.

Kingston and Lemm will be sentenced next month.

The Bianco building supplies and steel business has gone into receivership with debts of $60 million.

Its structural steel company has lost more than $16 million since moving to premises at Gepps Cross in Adelaide in 2007.

Owner Nick Bianco says it will be business as usual for now for the 300 employees while the receiver makes an assessment.

"He will keep everybody, including myself, he doesn't want to change anything and all he wants is someone to come in and take a share or fix it up for a while that's all and all of the staff, no-one is going to be put off, not one," he said.

Mr Bianco started the business 35 years ago.

"I don't regret anything I've done at the moment, except for if things don't work out for my staff, that's the only thing I am very upset about - and my customers," he said.

A sponsorship of Port Adelaide Football Club has been cancelled, but Mr Bianco has vowed to throw his financial support behind the Power again if his business fortunes recover.

Scientists say fossilised eyes found on Kangaroo Island in South Australia show some early creatures had much better vision than previously thought.

The eyes are thought to be more than 500 million years old.

The scientists say no others from the same era have been found elsewhere in the world.

Palaeontologist Dr Jim Gehling from the South Australian Museum says the first eye was discovered by accident.

"We didn't actually find the eye in the field," he explained.

"My colleague Jim Jago came to me one day with a piece of rock that he'd just been looking at which had been collected ... and he said to me 'Have a look at this thing here'.

"It was around about 5-10 millimetres in diameter and there was this cluster of little lenses all over it and we both agreed this just had to be an eye."

Dr Gehling says it provides valuable information on early marine creatures.

"We now have six really good specimens and lots of fragmentary specimens and there is probably a lot more to come," he said.

"This is one of the greatest places in the world to actually study the earliest marine animals.

"We found what I suppose you'd call the disembodied eyes of a creature that was able to see with remarkable vision compared with what we would have expected for that time, around about 515 million years ago."

A push will be made for a Senate inquiry into use of the mental impairment defence by criminals with no history of mental illness.

Independent Senator Nick Xenophon said the measure was intended for serious crime but is being abused.

"The mental impairment defence is supposed to be used by offenders who have legitimate mental illnesses, not for people experiencing a drug-induced psychosis," he said.

"The mental impairment defence [is] now it's being used for traffic and graffiti crimes.

"This means that people with drug problems are taking up beds, time and services in mental health institutions away from those who genuinely need mental health treatment."

The reform push stems from concern expressed by head of the Parole Board in South Australia, Frances Nelson QC.

"We have people who have been on parole before who have a drug problem who then take advantage of a mental impairment licence knowing full well that the same sanctions don't exist if they breach by using drugs," she said.

Ms Nelson says health institutions are not set up to deal with people with substance abuse problems who breach their licence conditions.

She says the definition of mental impairment needs to be addressed.

The Industrial Court has cleared Torrens Transit of wrongdoing over a runaway bus that pinned its driver in a freak accident.

The court heard the driver left his bus at Kilburn in Adelaide's northern suburbs in 2005 without applying the handbrake.

He closed the doors via the driver's window.

The bus rolled forward into a stationary truck, pinning and injuring the driver.

SafeWork SA prosecuted the company for breaching workplace safety regulations, alleging it did not have adequate safeguards to prevent such an accident.

It argued a handbrake alarm system should have been installed.

The court ruled Torrens Transit was not at fault over the accident and had given its drivers adequate training.

A New South Wales man has appeared in court in Adelaide after allegedly being found in possession of more than 72 kilograms of cannabis during a random breath test.

It is alleged Peter Smyth, 54, was pulled over by police for the test last night at Modbury in Adelaide's north-east.

Officers then smelt cannabis and found 39 plastic bags hidden under a rug in the boot of his car.

They later went to a property he owns at nearby Holden Hill and found about $10,000 in cash and more than 50 kilograms of dried cannabis.

Smyth was charged with unlawful possession and possessing a commercial quantity of cannabis.

Chief inspector Les Buckley says it is likely others were involved.

"We're unable to say at this stage where he got the cannabis or where it may have been going but quite clearly that's part of our investigations," he said.

Smyth did not apply for bail and was remanded to reappear in court in September.

Adelaide spearhead Kurt Tippett kicked three priceless goals as the lowly Crows scored a seven-point AFL upset over Sydney on Saturday night.

The Crows broke a six-game losing streak before their lowest ever home crowd, winning 8.9 (57) to Sydney's 6.14 (50).

Only 23,063 spectators attended Football Park - less than the previous low Crows crowd of 24,597 in 1994.

Heavy rain was a factor in the small crowd, but Tippett defied the slippery conditions for a match-defining haul of goals.

The Crows forward was the only player in the game to kick multiple goals and his final major late in the last quarter sealed Adelaide's fourth win for the season.

The Swans held the early going in a fixture fought in constant rain which made goals a premium.

With star forward Adam Goodes prominent, the visitors slipped out to a 13-point lead some 18 minutes into the game.

The margin proved the greatest of an unrelenting battle as the Crows showed mettle missing during their previous six consecutive losses.

Adelaide trailed by seven points at half-time, with Goodes peerless early in the tricky conditions.

Goodes set up Sydney's opening goal and kicked their second and when team-mate Craig Bird booted another the Swans established the match high lead.

But Adelaide hung in the contest and two unanswered third term goals gave the hosts a one-point lead at the last break.

The gallant Swans reversed the deficit and took a one-point buffer when Paul Bevan goaled in the 18th minute of the final term.

But subsequent goals to Adelaide youngster Rory Sloane and Tippett confirmed a Crows victory to mark the 200th game of their half-back Michael Doughty.

Rising swim star James Magnussen confirmed his status as Australia's fastest freestyler with victory at the national short course championships on Friday night.

Magnussen, dubbed 'The Missile', destroyed his opponents to claim the 100 metres freestyle short course crown in Adelaide.

But the competitive comeback of triple Olympic gold medallist Libby Trickett failed to produce instant results at the South Australian Aquatic Centre.

Trickett, in her first meet since her retirement in August 2009, twice finished sixth - in the 50m butterfly and the 100m freestyle finals.

Magnussen, who has clocked the third-fastest 100m long course freestyle time in the world this year, bettered the 47-second barrier in his heat and again the final, which he won in 46.98s.

"It just tells me that I'm on track for worlds," the 20-year-old said.

"Training has been going along really well and I haven't tapered for this.

"So add a little bit of bit freshness to that, and maybe drop out a few of those turns which aren't my biggest strength, I think I'm in good stead."

Renowned sprinter Eamon Sullivan was unperturbed about failing to make the 100m freestyle final - he put his 17th-fastest time in the heats down to being in a block of heavy training.

And heavy training is what Trickett said she needed after her finals.

Trickett clocked 26.72s in the 50m butterfly final, more than one second outside the winning time of 15-year-old Yolane Kukla.

And in the 100m final, Trickett's time of 54.18s was almost a second behind winner Marieke Guehrer.

"What is really exciting is that I have proved to myself again and again, my racing abilities are still there and are very fresh," Trickett said.

"For me I just really need to get fitter, stronger and leaner. It's exciting to recognise that.

"To know that technically, skill wise, racing wise, I have that ability, I just need to get faster.

"I know 100 per cent I will be able to do that in the next 12 months."

Eight-time Olympic medallist Leisel Jones captured the women's 100m breaststroke crown, while four Queenslanders also won titles: Christopher Wright (men's 200m butterfly); Christian Sprenger (men's 50m breaststroke); Mikkayla Sheridan (women's 200m backstroke) and Ellen Fullerton (women's 400m individual medley).

Sydney-sider Robert Hurley won the men's 400m freestyle and Victorian Hayden Stoeckel claimed the 50m backstroke.

Fugitive cult leader Rocco Leo has avoided a default judgment against him in the Adelaide District Court after hiring legal representation.

Leo was arrested in Fiji this month along with two of his Agape church associates Joe and Marie Veneziano.

He has been on the run from authorities in Australia for more than year since police raided several properties linked to Agape Ministries.

Leo is being sued by two former church members who claim they donated large sums to the church under false pretences.

A lawyer for Rocco Leo and his two associates said she had been given instructions via Skype last Monday.

Master Mark Rice said he expected the defendants to be at future court hearings to be cross-examined.

Leo also is wanted on a criminal warrant.

The case returns to court next month.

Emerging sprint ace James Magnussen continued his dominance at the national short course championships on Saturday, storming to victory in the 200m freestyle.

The 20-year-old New South Welshman produced a trademark powerful finish to win in a world class time of one minute and 44.12 seconds to add to his win in the 100m final on Friday night.

Magnussen, who will swim the 50m and 100m freestyle at next month's world titles in Shanghai after winning the national 100m long course title in April, is not a noted 200m swimmer but said his performance in Adelaide would force a rethink.

"I wasn't setting myself any goals with the 200, I just wanted to get through it unscathed," he said.

"It's not an event that I have concentrated on but I guess I will have to take another look at it with my coach after worlds."

AIS swimmer Jarrod Killey (1:44.26) finished second, ahead of Queenslander Kyle Richardson (1:44.99).

Only five hundredths of a second separated the top three in the men's 50m butterfly with veteran Geoff Huegill coming out on top in 23.10 ahead of Kenneth To (23.12) and Mitchell Patterson (23.15).

The 32-year-old Huegill was first to the turn, splitting the two lap swim in 10.48, before calling on all his experience over the final stages to hold off the closing field and clock up another confidence-boosting swim.

"I really wanted to come away with a good strong swim and 23.1 is a good swim and I'm pretty happy with that, and a win is a win which is great," he said.

Australian record-holder and defending champion Kylie Palmer found plenty of clear water in the women's 400m freestyle, winning in 4:01.43 to finish well ahead of Jess Ashwood.

"It has been a really good year so far for my confidence which is great the year before an Olympic Games," said Palmer, who impressed at the national long course titles.

Young gun Yolane Kukla claimed two titles on Saturday night, taking out the women's 50m freestyle and 100m butterfly.

Earlier on Saturday, triple Olympic gold medallist Libby Trickett missed out on qualifying for both of those finals as she again found the going tough on her comeback to the sport.

Trickett, swimming in her first meet since retiring in August 2009, clocked the 11th fastest time (25.41 seconds) in the 50m freestyle heats and 13th (1:00.86) in the heats of the 100 fly.

It followed her sixth placings in Friday's 50m butterfly and the 100m freestyle finals.

A magistrate has relaxed bail conditions imposed on 10 members of the Finks Motorcycle Club who are charged with rioting at an Adelaide nightclub.

Police arrested the Finks members, and nine from the Hells Angels, for allegedly throwing bar stools and bottles at each other at a Hindley Street nightclub in May.

Bail conditions had prevented the Finks members from associating with anyone in their club and from visiting the CBD.

Magistrate Alfio Grasso agreed to remove the curfew and limit the non-association clause to the other accused.

The orders have been stayed while prosecutors seek a South Australian Supreme Court review of the decision.

Port Adelaide will play its final AFL game of the season at Adelaide Oval, as a forerunner to all AFL games in Adelaide being moved there from 2014.

The arrangement has been struck in talks between the SA Football Commission, Port Adelaide officials and the SA Cricket Association.

Power's final home game for the season will be against Melbourne.

The club is languishing near the bottom of the premiership table so cannot expect to be taking part in finals action in September.

A redevelopment of Adelaide Oval will allow the upgraded stadium to host all Crows and Port home matches, along with cricket over summer.

AFL chief executive Andrew Demetriou says whether a game also can be played at the Oval in 2012 will depend on the building schedule.

Meanwhile, the SA Football Commission has given details of a financial deal with the AFL to secure the long-term futures of Port Adelaide, the Crows and the SANFL competition.

It gives the Power grants or loans totalling $9 million over three years until 2013 and the Crows $3 million in total between next year and 2014.

Part of the Port Adelaide money will come from the Football Commission, which is getting a grant of $2 million over the next three years.

One of Australia's best-known outback characters, Tom Kruse, has died in Adelaide, aged 96.

Known as the Birdsville Mailman, Mr Kruse delivered mail and other supplies to a wide region of the outback from 1936 until 1957.

The story of his two-week road trips was recorded in a 1954 documentary Back of Beyond, putting him on the national stage.

Esmond Gerald (Tom) Kruse was the 10th of Ida and Henry Kruse's 12 children and started life at Waterloo Corner, just north of Adelaide.

Mr Kruse was awarded an MBE in 1955 and was inducted into the National Transport Hall of Fame in Alice Springs in 2000 and recognised as an Outback Legend by Australian Geographic magazine in 2003.

The then-governor-general's wife Lady Slim flew to Birdsville in 1955 as part of an outback tour to present the MBE, but Mr Kruse could not make it to the ceremony because of outback flooding. He later got the medal in Adelaide.

Mr Kruse's best-known mail truck was a 1936 Leyland Badger, which finally broke down and was abandoned at Pandie Pandie station in 1957.

The Badger was rescued from the desert in 1986 and fully restored by a group of enthusiasts in Adelaide during the 1990s.

An ABC documentary outlined how mechanical innovation became a vital part of Mr Kruse's outback journeys: "The fuel pump let him down and he put a container of fuel up on the roof and knocked a hole through the bonnet and put a pipe to the carburettor."

Former governor-general Major-General Michael Jeffery unveiled one of several busts of Mr Kruse, at the National Motor Museum at Birdwood in the Adelaide Hills in 2008.

"I think we use the term hero far too frequently when it doesn't really apply, but I think in this case it does. He saved lives in many of his activities," he said.

The governor-general reminisced about his experiences as a soldier in Borneo and Vietnam and how important getting a letter was, imagining it would be the same for a remote station stockman, boundary rider or mother living at a remote homestead.

He said Mr Kruse carried lollies in his truck for children on the homesteads so they would rush to the gate to be first to let him in.

A funeral service will be held in Adelaide. Mr Kruse's wife Valma died last year.

A man who had a sexual relationship with a student while he worked at an Adelaide school has been jailed for six years.

Former grounds keeper Andrew John Janoska, 46, pleaded guilty in the District Court to nine counts of unlawful sexual intercourse, between March 2001 and November 2003.

The court was told Janoska was sacked after the girl's parents told the school and police of the relationship.

It heard Janoska met his teenage victim when she was 13 and she became obsessed with him.

Judge David Smith told Janoska he used his position at the school to seek out and woo the girl and said his behaviour was 'classically predatory'.

Judge Smith told Janoska he effectively had wrecked three crucial years of the girl's life and scarred the rest of it.

Janoska will be eligible to seek parole in September 2015.

The Court of Criminal Appeal has upheld a suspended jail sentence given to a woman who burned her husband to death after discovering he was having an affair.

Rajini Narayan threw petrol and a candle on her husband's back while he was in bed, in 2008.

He died from his extensive burns a month later.

Narayan had been abused by her husband throughout their marriage, and the South Australian Supreme Court heard she broke down when she discovered her husband was being unfaithful.

The Adelaide woman said at trial she only intended burning his genitals, to ensure he would not go to another woman.

A jury found her not guilty of murder, but of manslaughter.

The prosecution appealed against Narayan's suspended sentence as being manifestly inadequate.

The appeal was unanimously dismissed. Outside court, Ms Narayan said she was relieved, but made no further comment.

The South Australian Tourism Commission (SATC) will no longer fund regionally-based staff or visitor information centres from today.

The change is part of the commission's Regional Growth Plan.

The tourism commission is centralising operations, with the aim of increasing visitors and spending in the regions.

However, tourism operators are worried a local presence will be lost, with most jobs now based in Adelaide and information centres having their funding cut.

Until now, the commission employed 23 full-time regional people but that has been reduced to 11.

The CEO of the Clare and Gilbert Valleys Council, Roy Blight, says some councils are working to keep the other staff.

"Council previously has committed $30,000 to the Clare Valley Tourism Marketing Board," he said.

Councils will have to partly fund a local contact officer in their region.

A Clare Valley tourism operator says he and other local business owners may break away from the state tourism commission and do their own marketing and promotion.

The owner of the Sevenhill Hotel near Clare, Ned Golding, says there is early talk of creating a local organisation.

"We could turn our back on SATC completely and say, 'well if you're not going to give us the money that we've been getting, we'll generate it ourselves and do it on our own', which would perhaps make SATC defunct in a sense for the regional parts of South Australia," he said.

Struggling Port Adelaide's future has been guaranteed for the next three years with a $9 million AFL welfare package.

Port will be given $3 million a year until 2013 ahead of the club's move from Football Park in suburban Adelaide to the redeveloped inner-city Adelaide Oval.

AFL chief executive Andrew Demetriou said the league would provide $1 million a year direct to the club starting this year.

The remaining $2 million a year will come from an AFL loan to the South Australian Football Commission, which will then provide the money to Port as a grant.

It is part of a $12 million financial package for South Australian football.

Crosstown rival Adelaide will also be provided with $1 million a year until it also shifts to Adelaide Oval.

Demetriou said the financial support would help Port shore up its future ahead of the ground move, with the club drowning in red ink and attendances spiralling downwards for home matches at Football Park.

"We don't want them not to be competitive on the football field for three years ... hopefully this financial injection gives them that opportunity," he said on Thursday.

"We need to ensure both clubs are protected until they get to Adelaide Oval.

"We need ... to shore up South Australian football to keep them going, keep them strong so they compete at the highest level."

But Demetriou said Port's package would come with strings, including a board revamp with two new members, a new governance structure and financial targets the club must reach.

Port's licence is owned by the South Australian National Football League (SANFL).

As a test run for the eventual move to Adelaide Oval, Port Adelaide will play its round 24 match this year against Melbourne at the ground.

Port president Brett Duncanson said the bail-out was a welcome relief for the cash-strapped club.

"The reality is that we have faced challenging times. But through a lot of hard work we have begun turning around our bottom line while still generating significant revenue for football in South Australia," Duncanson said in a statement.

"We have worked hard to help ourselves but the reality is that we needed to get something back to allow us to move forward."

Demetriou said the AFL was happy with how the Crows were travelling financially.

Their financial package is just to help ease the strain ahead of their Adelaide Oval move.

"They are a very, very well run club. There are absolutely no conditions with the Adelaide Football Club," Demetriou said.

"They are a club which will lose money this year mainly as a result of AAMI Stadium and the transition from AAMI to Adelaide Oval."

The chief executive of debt-ridden Port Adelaide has quit a day after detailing a multi-million dollar bailout which ensures the AFL club's survival.

Mark Haysman resigned as chief executive within 24 hours of the AFL-endorsed $9 million rescue plan for the cash-strapped Power.

Port will receive $3m a year until its move of home games to Adelaide Oval in 2014, a switch the club says will guarantee its financial future.

Haysman, who joined the club in October 2008, denies his resignation was a condition of the AFL rescue deal.

But the SANFL, the holder of Port's AFL licence, was known to have moved to replace Haysman in the past month.

"I reckon there is more politics in footy than there is politics," Haysman said.

"That plays out as it does.

"You have just got to keep your head down and focus on what it is you are trying to achieve and that is certainly what I have done.

"What has been out there over the last six to eight weeks hasn't been helpful. Potentially, you could argue it has been destabilising for our football club.

"All of that worked its way into my mind as I made some decisions about what to do with my life and what was next.

"One, the club doesn't need to be in a destabilising environment.

"Two, I don't need that in my life. I have got other things I can do.

"As much as I have loved my time here, it's time to do something different now."

The chartered accountant said he realised when joining the club that drastic change was needed to "put Port Adelaide back together".

"When I got here, I realised there was a big change agenda that was required," he said.

"There was no holding back. That needed to be done.

"I didn't shirk any issues on behalf of this football club ... to make change can be uncomfortable."

Port Adelaide president Brett Duncanson said the club will utilise AFL networks in a nationwide search for a new chief executive, to be appointed before the end of the season.

Meanwhile, emerging Port midfielder Hamish Hartlett will play against Brisbane on Sunday knowing his season could end at any moment.

Hartlett dislocated his left shoulder during Port's loss to North Melbourne last week, but has surprisingly been cleared for the Brisbane trip.

Power coach Matthew Primus said Hartlett would be sent for season-ending surgery if the shoulder dislocated again.

"If he has another episode, we'll put him out for the season and get it operated on, so whether that is this game or in another four or five games, time will tell," he said.

An 18-year-old woman from Whyalla died in a head-on collision near Lochiel, north of Adelaide, last night.

The accident happened just after 7:00pm (ACST) on National Highway One.

Two people in the other car suffered minor injuries.

Riverland irrigators are back on full water allocations but say their future remains uncertain.

It is the first time the South Australian irrigators have received full allocations in almost a decade, helped by drought-breaking flows down the River Murray.

Ben Haslett from the SA River Communities Group says big sums have been spent on water.

"Growers' valuable funds won't be siphoned off into other regions to pay for leased water," he said.

Mr Haslett says irrigators are hoping a plan for the future of the Murray-Darling Basin will give them better long-term security.

Graham McInnes from the Golden Heights Irrigation Trust said it was possible carryover arrangements would be reintroduced for unused allocations.

But he does not think higher allocation from July 1 will lead irrigators to make immediate changes on their properties.

Two drought counselling support programs in the Riverland have been extended for another year.

Counsellors are based at Loxton and Waikerie and support the region along the Murray to the Lower Lakes and into the Upper Mallee.

A $150,000 contribution from an anonymous organisation combined with about $120,000 of state funding is supporting the program, which had been due to end last month.

South Australian Health Minister John Hill says many people are emotionally scarred from coping with years of drought.

"The drought is obviously over, we all understand that but the consequences of the drought are still being felt very deeply I think in parts of the Riverland," he said.

"I was up there recently and it was pretty clear that people haven't really recovered and so we've worked out how we can continue this funding for another 12 months."

Nick D'Arcy has withdrawn from the Australian short course swimming championships in Adelaide because of an ongoing court case in New South Wales.

D'Arcy was listed to compete in the 200 metres butterfly today.

But fellow swimmer Simon Cowley is suing him for damages.

D'Arcy pleaded guilty to assaulting Cowley in a Sydney bar in 2008.

Swimming Australia says D'Arcy was also supposed to compete in the 100 metre and 50 metre butterfly events.

Police say they have broken up two illicit drug rings in Adelaide, with the arrests of 21 people.

The first operation took five months and led to the arrests of nine men and three women.

Police said the group was involved in making and trafficking drugs, including methamphetamines, fantasy and marijuana.

A drug laboratory was found in a house at Parafield Gardens.

In the second operation, nine men were arrested for trafficking drugs and cash interstate.

Police said the men were caught with ecstasy, cocaine, amphetamines and a large sum of money.

They say one was caught while travelling from Melbourne to Adelaide.
