A man accused of murdering another at Lameroo by deliberately driving his car at the victim has been granted home detention bail, in the South Australian Supreme Court.

Prosecutors sought a review after a magistrate granted bail to Lee Nugent, 31.

They argued Nugent could flee if released from custody and said the case against him was strong.

Nugent's lawyer argued the man immediately returned to the scene to administer CPR to the victim, a 39-year-old man from Mannum, and had not evaded authorities.

His lawyer said Nugent had a young child and strong family connections to keep him in Port Augusta.

Justice Margaret Nyland granted home detention bail and said Nugent must wear an electronic monitor and be under strict supervision by community corrections officers.

AFL players have been offered $1.1 billion over five years for their new pay deal but have rejected it, says league chief Andrew Demetriou.

Demetriou said the players had offered a deal which could be either taken up front in salary or split as part-wages, part-pension plan.

But instead they are holding out for a percentage of between 25 and 27 per cent of total AFL revenue.

Demetriou said he believed agreement would eventually be reached between the league and players' union.

Players all but ruled out strike action at a meeting in Melbourne on Wednesday night, although they remain united in their demands for a percentage-based cut of AFL cash.

Demetriou said he would be happy to address players directly on the issue, and on the AFL's opposition to a fixed percentage pay deal.

"The more we can inform them the better," he said.

"The package we've offered is around the $1.1 billion (mark) and that really equates to what the broadcast rights cash component is.

"We'll work collaboratively and constructively to get an outcome."

The District Court has been told two men blackmailed over protection received in prison have left South Australia and are too afraid to return.

The court heard Jason Lee Kingston, 34, agreed to protect one of the men in jail for $30,000 but later upped the price to $100,000, threatening to shoot the man and his brother in the head unless they paid.

It was told Travis John Lemm, 30, who was a member of the Finks motorcycle club, also took part in the blackmail and Kingston was motivated to continue with the threats so he too could join the Finks.

Lawyers for the men said their offending was amateurish and started with a legitimate claim that got out of control.

But prosecutor Lucy Boord said the offending was protracted, persistent and overtly threatening.

Kingston and Lemm will be sentenced next month.

The Bianco building supplies and steel business has gone into receivership with debts of $60 million.

Its structural steel company has lost more than $16 million since moving to premises at Gepps Cross in Adelaide in 2007.

Owner Nick Bianco says it will be business as usual for now for the 300 employees while the receiver makes an assessment.

"He will keep everybody, including myself, he doesn't want to change anything and all he wants is someone to come in and take a share or fix it up for a while that's all and all of the staff, no-one is going to be put off, not one," he said.

Mr Bianco started the business 35 years ago.

"I don't regret anything I've done at the moment, except for if things don't work out for my staff, that's the only thing I am very upset about - and my customers," he said.

A sponsorship of Port Adelaide Football Club has been cancelled, but Mr Bianco has vowed to throw his financial support behind the Power again if his business fortunes recover.

Scientists say fossilised eyes found on Kangaroo Island in South Australia show some early creatures had much better vision than previously thought.

The eyes are thought to be more than 500 million years old.

The scientists say no others from the same era have been found elsewhere in the world.

Palaeontologist Dr Jim Gehling from the South Australian Museum says the first eye was discovered by accident.

"We didn't actually find the eye in the field," he explained.

"My colleague Jim Jago came to me one day with a piece of rock that he'd just been looking at which had been collected ... and he said to me 'Have a look at this thing here'.

"It was around about 5-10 millimetres in diameter and there was this cluster of little lenses all over it and we both agreed this just had to be an eye."

Dr Gehling says it provides valuable information on early marine creatures.

"We now have six really good specimens and lots of fragmentary specimens and there is probably a lot more to come," he said.

"This is one of the greatest places in the world to actually study the earliest marine animals.

"We found what I suppose you'd call the disembodied eyes of a creature that was able to see with remarkable vision compared with what we would have expected for that time, around about 515 million years ago."

A push will be made for a Senate inquiry into use of the mental impairment defence by criminals with no history of mental illness.

Independent Senator Nick Xenophon said the measure was intended for serious crime but is being abused.

"The mental impairment defence is supposed to be used by offenders who have legitimate mental illnesses, not for people experiencing a drug-induced psychosis," he said.

"The mental impairment defence [is] now it's being used for traffic and graffiti crimes.

"This means that people with drug problems are taking up beds, time and services in mental health institutions away from those who genuinely need mental health treatment."

The reform push stems from concern expressed by head of the Parole Board in South Australia, Frances Nelson QC.

"We have people who have been on parole before who have a drug problem who then take advantage of a mental impairment licence knowing full well that the same sanctions don't exist if they breach by using drugs," she said.

Ms Nelson says health institutions are not set up to deal with people with substance abuse problems who breach their licence conditions.

She says the definition of mental impairment needs to be addressed.

Company cleared over runaway bus accident

The Industrial Court has cleared Torrens Transit of wrongdoing over a runaway bus that pinned its driver in a freak accident.

The court heard the driver left his bus at Kilburn in Adelaide's northern suburbs in 2005 without applying the handbrake.

He closed the doors via the driver's window.

The bus rolled forward into a stationary truck, pinning and injuring the driver.

SafeWork SA prosecuted the company for breaching workplace safety regulations, alleging it did not have adequate safeguards to prevent such an accident.

It argued a handbrake alarm system should have been installed.

The court ruled Torrens Transit was not at fault over the accident and had given its drivers adequate training.
